About Us

Engineering builtaround the waterline.

CHAMS Offshore Engineering Pte. Ltd. serves Singapore's offshore, marine and energy sectors — from the fabrication yard to the deck of a vessel at anchorage.

Who We Are

A Singapore contractor
for offshore work.

CHAMS Offshore Engineering Pte. Ltd. is a Singapore-based offshore and marine engineering partner — structural, piping, mechanical, electrical and vessel support works delivered with discipline and a long-term mindset.

We were formed to bring shipyard discipline to scopes that too often get handled ad hoc: the piping modification during a shutdown, the pump that failed at anchorage, the module that has to leave the yard before the weather window closes.

Offshore engineering is not only about steel and systems. It is about building trust, long-term value and lasting relationships — with owners, yards, class societies and the crews who sail after we leave.

We work across seven disciplines, but the operating model is single: qualified people, written procedures, inspection at the hold points, and a handover pack that lets the surveyor sign without a second visit. Our crews work in the yard, alongside in port, at Singapore anchorage and on voyage. The certifications travel with them; so does the standard.

The Name

Five letters.
Five commitments.

CHAMS is not just a name over the gate. Each letter stands for something we are measured against on every scope we take on.

  1. Champion

We lead every scope with dedication and a winning mindset. The crew that turns up owns the outcome, not just the task sheet.

  2. High-Quality

Consistent workmanship and attention to detail — the weld, the alignment, the termination, the paperwork behind all three.

  3. Advanced

Modern methods and genuine technical knowledge, from laser alignment and NDT to Ex-rated installation and loop verification.

  4. Modern

Contemporary practices aligned to current class, ASME, AWS and IEC standards — not to how it was done a decade ago.

  5. Solutions

Practical, cost-effective answers tailored to the vessel, the window and the budget actually in front of us.

Building with purpose. Delivering with precision.

What Drives Us

01

Vision

The contractor Singapore's operators call first.

To be the offshore and marine partner that owners, yards and operators turn to when the scope is difficult, the window is tight, and the work has to pass survey the first time.

02

Mission

Deliver engineering that holds up offshore.

To execute fabrication, installation, repair and manpower scopes with disciplined planning, certified crew and documented quality — protecting our people, our clients' assets and their schedules.

03

Commitment

The same standard, every scope.

Whether it is a single riding technician or a full module fabrication, the procedures, the paperwork and the supervision do not change. Consistency is what makes us worth calling back.

Operating Principles

Four rules
nobody bends.

  • / 01

    Safety before schedule

Every job starts with a risk assessment and stops the moment it stops being safe. No exceptions, no pressure from the programme.

  • / 02

    Do it once, properly

Correct materials, correct preparation, correct procedure. Rework costs the client twice and costs us our reputation.

  • / 03

    Own the outcome

Our supervisor is accountable for the scope from mobilisation to handover — including the parts that turn out to be harder than the drawing suggested.

  • / 04

    Straight answers

If a date is at risk or a defect is worse than reported, the client hears it from us early. Bad news does not improve with age.
